Job Purpose: The Project Evaluator will serve as the key project evaluator for new and innovative projects that Monarch is currently undertaking. This position will provide leadership to special projects focused on improving service delivery, developing new service models and will help guide Monarch’s overall project design plan.
Essential Job Functions:
Conducts overall CCBHC project evaluation, working with comprehensive sets of data to execute required duties.
Develop an evaluation plan informed by CCBHC criteria, Monarch’s project goals and objectives, and compatible with Monarch’s performance improvement process.
Comply with requirements of funding sources (e.g., submitting program plans, providing on-going reports, final reports, etc.) and ensure that project performance improvement (PI) programs are developed and managed using a data-driven focus to priorities for improvements aligned to ongoing CCBHC strategic efforts.
Oversee the tracking, management, and reporting of data collection, target and sub-population disparities, and service access, both internally and from any designated collaborating organizations.
Coordinate data collection at specified time-points; generate reports based on client-level data.
Facilitate the design, development and implementation of projects.
Identify measurement tools and oversees implementation.
In conjunction with clinical and project teams, develops training guidelines and manuals for staff regarding project implementation and/or evaluation measures.
Develop quality assurance and monitoring procedures for ensuring intervention and data quality and integrity, including prompting compliance with measurement schedules from staff and sites.
Monitor model-fidelity and evidence-based practices implementation.
Develop and distribute regular reports for project management.
Produce required reports summarizing performance and client outcomes and review the reports quarterly with management, operations and stakeholders.
Participate in site evaluations which may be directed by SAMHSA or other external constituents.
Train site personnel in outcome measures and data collection.
Provide verbal and written feedback to project stakeholders about evaluation findings,
Maintain and protect confidentiality and security of information, including but not limited to financial and client information.
Attend and actively participate in meetings and training as required. Maintain certification in all agency, state and federal training requirements.
Demonstrate knowledge of and comply with all agency policies and procedures, as well as state and federal statutes and regulations related to specific program areas.
Drive and travel as required.
Required Bachelor degree in business administration, healthcare administration, public health administration or other relevant degree.
Master’s degree in social work, counseling/education, marriage and family therapy or PhD in psychology is preferred.
Full licensure in good standing as LCSW or LPC is preferred.
Prefer to have at least three years of professional experience working with individuals with mental illness, substance use issues, or developmental disabilities in a combination of direct clinical experience and progressively responsible levels of management required.
At least two years of project management experience managing complex projects is preferred.
Must be familiar with NCQA Standards, HCFA Standards, and federal regulations.
Valid NC state issued Driver License.
